Default Programs and Features

Microsoft have seen fit to replace the old windows control panel icon of add-remove programs with programs and features and its this im having problems with.

Several weeks ago i decided to give my computer a good old clean up, so off i went to the control panel and clicked on the program and features icon. FLASH... umm i thought, what was that.. a box appeared for a split second then disappeared.. several clicks later and still no joy I began to dig a little deeper. I then, after searching on the tinternet, discovered that this program is called appwiz.cpl and located in the system32 folder of my windows files.
So off i went to the above folder.. to my horror I discovered that even though this file was still there is was showing 0kb.. has it been deleted ???
I took a look at a friends computer and theres is 1.06mb..
How do i get this file back without having to reinstall vista ??

The first option i tried was extracting the above file from my installation cd, but i cannot delete/overwite the old one because I dont have permission ! even though i running as Admin ??

Did you try doing it in safe mode? Or how about a MS resolution from the win98 days for a similiar problem; try renaming the 0kb file and then copying the one from the cd.
